Tailors Tacks! There are a lot of circle markings around the hem of the blazer and they are really important at various steps. You want the markings to remain in place until you have completely finished sewing the lining to the main. The best way to do that is with tailors tacks, as chalk or marking pens could disappear during the constructions. 

A tailors tack will remain in place until you remove it. I have a video coming on sewing tailors tacks soon
